I may have missed a part of the discussion where this was explained; if so, I apologize.
The phrase "homes expected to be above the EPA action level" to me implies that it is not anticipated that the homes would be tested before being mitigated. I can't see a situation in which you wouldn't test before mitigating, just to know where you are starting from (the system you would install if the "before" result was 4.5 is rather different than what you might install if it were 450).
Also, will house in Zone 2 and 3 areas that are built RRNC not count towards this goal?
Was a goal along the lines of “By 2020 test 50% of U.S. homes, including all homes in Zone 1, and ensure all tested homes are below 4 pCi/l or are mitigated to that level.” considered?
This would have the advantage of not leaving any high homes behind.
“EPA’s NATIONAL LONG-TERM PROGRAM GOAL: Reduce radon levels in all U.S. homes to below 4 pCi/L.”
To me this reads as just about mitigation, without considering RRNC. Perhaps another wording would be:
“Ensure radon levels in all U.S. homes are below 4 pCi/l.”
