The AARST-NRPP plans to introduce three new “Certificates” as add-on qualifications to the existing certification in order to demonstrate proficiency related to new American standards for radon ready new construction (RRNC) multifamily measurement, and multifamily mitigation.
This is in response to the creation of several new American National Standards and recent HUD and EPA initiatives resulting from the Federal Radon Action plan that will require MF Mitigation and Measurement for HUD MF financing, and in some cases will require radon resistant new construction techniques.
Additions to existing credentials will be based upon the completion of a certificate course and the successful passing of this exam to demonstrate critical mastery and proficiency of this subject area and its related American National Standard(s) for state licensed or NRPP certified individuals.
The three, NRPP Add-On certificates will be for:
NRPP - Multifamily Measurement Add On Certificate
ANSI/AARST MAMF 2012
"ANSI-AARST Standard: Protocol for Conducting Radon and Radon Decay Product Measurements in Multifamily Buildings"
NRPP - Multifamily Mitigation Add On Certificate
ANSI/AARSTR RMS-MF (PS) 2013
"ANSI-AARST Provisional Standard: Radon Mitigation Standards for Multifamily Buildings"
NRPP - RRNC 2.0: - New Construction Certificate
ANSI/AARST CCAH 2012
"ANSI-AARST Standard: Reducing Radon in New Construction of
1 & 2 Family Dwellings and Townhouses"
(Note: HUD recognized ASTM 1465-08a and this needs to be referenced in the rubric and exam.)
This RFP seeks proposals from experienced educators (trainers) to produce exams no more than 60 questions in length with a 10% additional replacement questions (that may duplicate a given knowledge area) should also be provided. The secure exam will cover content critical for mastery and proficiency of the certificate and its related ANS.
Based on a signed contract and a royalty payment over 18 months, the exams will become the sole property of the AARST. Upon successful delivery, all development and working (print and electronic) copies must also be transferred to AARST-NRPP.
Exams must be delivered by May 15, 2013, with a final rubric or outline of topics covered.
This outline of the knowledge areas will be provided to the NRPP community of trainers June 1, 2013. Trainers will then be able to develop their own courses with essential content.
Required in the proposal:
1. Statement of Qualifications
2. Disclosure of Any and All Partners, Organizations, and Individuals who will be working on the exam submittal
3. Add-On Certificate Selected (separate proposals for each certificate are required)
4. Outline of Initial Rubric and estimated length of the exam. A finalized rubric will be published upon delivery of final product.
5. Proposed Per Exam Royalty Amount:
6. Agreeing to exam ownership transfer and exam security protocols for a proposed per dollar per exam royalty (for 18 months) for exams purchased and executed by trainers.
The exams will be reviewed by select AARST-NRPP RFP committees. The select review committees will report to the AARST Executive Director and PAB Chair and will not include any respondent or agent of a respondent to the RFP.
