As I mentioned before I was informed directly that I have
no authority and no right to turn in non compliant systems to the state. It is
up to the homeowner to complain. I ask you, what homeowner knows that the system
they just paid to have installed is compliant or not?

When you know that individuals are not ethical, professional and are down
right ignorant to the rules and regs - especially in a program state - I
feel that it is your responsibility as a certified radon professional to
inform the regulators.
This is what they get paid to do-think of it as job security for a civil
servant - any maybe you'll save lives in the process. After all isn't that
what we are trying to do - save lives.

Question
The rule in OH states that no radon contractor
shall install a radon mitigation system without the direct on site supervision
of a licensed radon mitigation specialist. No one that I know of in my area of
OH follows this rule and in at least one example I am aware of, when asked
about it by an informed home owner a contractor stated that this is
ridiculous and there is no way they can license all of their employees.
 
How can we hold contractors to the standard and
ensure there is at least one license holder present? I have been thinking
about this for some years now. Any suggestions would be great and maybe we can
add something to the rules.

We
are actually in the middle of updating our mitigation rules in Ohio and
spent some time talking about this particular subject.
 
After
talking with some fan manufacturers it was determined that these rules would
be just as effective as a fan standard:
1.      
Fan
be UL listed for continuous duty.
2.      
Radon
mitigation listed as one of the manufacturers intended uses.
 
The
Chinese fan misses on both of these points.

There
is only one company I'm aware of using those "cheap Chinese fans"...
Caulking fans after receiving them from the manufacturer begs the question,
was it designed for radon? I've witnessed them vibrating excessively. In my
opinion, anyone using these fans is not operating in the best interest of
the homeowner.
 
 
Maybe
a radon fan standard is in order. No one has stepped down that path yet.
Hmmm.

This
BUILDER should file a complaint with the state radon office or NEHA or
NRSB or all of them.  He is the one who likely paid the bill for
it.  There is simply no excuse for this behavior.
 
It
is also a poor idea to be plugged into a GFCI.  When it trips the
system will stop working.
 
Sooner
or later one of these cheap Chinese fans will catch fire.  I feel bad
for that person.

question of whether this fan is intended as a radon mitigation fan is
answered by the labels on the 2 power cords which state that they are
components of a radon reduction system.
